Probes an x402 endpoint: reachability, TLS, latency, the 402 response and whether its payment terms parse and make sense.

Give an https URL that should answer 402 Payment Required. One request, under the same safety policy as Agoreum's own endpoint probe (public addresses only, redirects re-checked, a capped body). The result reports reachability, TLS, latency and status, reads the payment terms from the x402 v2 PAYMENT-REQUIRED header or the v1 body, and lists every problem it finds: a missing amount, a network that is not a CAIP-2 id, a payTo that is not an address.
